Under the legislation, county superintendents of schools are required to monitor and report on schools in deciles 1, 2, and 3 on the 2012 base Academic Performance Index (API).
Conducting annual visits of the county decile 1-3 schools during the first four weeks of the school year to determine whether each pupil, including English Learners, has a standards-aligned textbook or instructional materials, or both, to use in class and to take home. This specifically applies to: reading/language arts, mathematics, science, and history-social science (foreign language and health as applicable)
Conducting school facility inspections to determine good repair status
Ensuring that teachers have the proper certification or training for their specific teaching assignment, especially those in classrooms with 20% or more English Learners
Verifying the accuracy of the School Accountability Report Card (SARC) relevant to instructional materials and facilities maintenance
Reporting findings annually to the governing board of each school district, the county board of education, and the county board of supervisors of decile 1-3 schools
