A charter petition may be submitted directly to the Orange County Board of Education (the Board) for a charter school that operates at one or more sites within the county's geographic boundaries and offers instructional services not generally provided by a county office of education. The Board may only approve a countywide charter school if it finds, in addition to other requirements, that the educational services provided by the charter school will serve a pupil population that will benefit from those services and cannot be served as well by a charter school operating in only one school district in the county.
The Charter Schools Unit is responsible for facilitating the charter school petition submission and review process by:
Organizing a multi-disciplinary team to review the charter petition
Providing recommendations, including recommended findings, to the Orange County Board of Education
Answering questions petitioners may have regarding the process
