Developed by the California Department of Education in collaboration with kindergarten through twelfth grade educators, program practitioners, and support providers. From the four strategic initiatives, the EXLD has formed the following committees to help implement the work of the strategic plan: Policy Committee, Social Emotional Learning Planning Team, Workforce Strategy Committee, Communication Systems Work Group, and Research and Evaluation.

The ASSIST is an automated grant administration system for ASES and 21st CCLC Programs.

​​Federal Program Monitoring (FPM)

School districts, direct-funded charter schools and county offices that receive funding for certain programs may be chosen for a review by the state. The purpose of the review is to ensure that they are spending the funding as required by law. At the end of each review, the stated will complete a report of findings that informs the school, district, or county office how to correct the findings. 

The California Department of Education (CDE) works to provide a simplified and streamlined monitoring through this process. Within the CDE, the Federal Program Monitoring (FPM) office coordinates the monitoring reviews, which take place either in person or online.

​​Continuous​ Quality Improvement (CQI)
In accordance with California Education Code sections 8483 and 8427, all After School Education and Safety (ASES), 21st Century Community Learning Centers (21st CCLC) grants, 21st Century High School After School Safety and Enrichment for Teens (ASSETs) programs and Expanded Learning Opportunities Program (ELO-P) in California shall engage​ in a data-driven continuous quality improvement (CQI) process based on the Quality Standards.
