The OFFICE OF STUDENT SERVICES provides:Technical support for educators, families, community agencies, and students to expand their knowledge and understanding in order to maintain compliance with codes, laws, district/county policies, procedures, regulations and mandates.
Network meetings for district-level CWA/SARB Administrators in partnership with various Units/Teams throughout the OCDE such as the CA MTSS Team, School Legal Services, HOPES Collaborative, Foster Youth Services, TK-12 School Counseling Services, School Health Services, OC Safe from the Start, Health and Wellness, and Alcohol, Tobacco, and Other Drug Prevention, and many others.
Training events/ Professional Development (fee-based and free) for school-site & district-level CWA/SARB Administrators such as Chronic Absenteeism & Truancy, Student Discipline Investigations & Expulsion support, Student Records, Student Enrollment, Student Work Permits, Supervisors of Attendance, and Appeal Hearings/Procedures.
Interdistrict Attendance Appeals
The Orange County Board of Education acts as the appellate body on interdistrict transfers when either the district of residence or the district of requested attendance denies the transfer request. The child’s parent/legal guardian may request an appeal hearing before the Orange County Board of Education when any of the following three conditions exist.
After your request for an interdistrict transfer has been denied by your district of residence or by the district of requested attendance and you have exhausted the appeal process of the denying district OR
When the district has failed to respond during the current academic school year to your request for a transfer within thirty (30) calendar days OR
When the district has failed to respond to your request for a transfer for the next academic school year (E.C. 46601).
14 days after both districts' academic school year begins, AND
30 or more calendar days after your request was submitted to the district of residence. (Both must be satisfied.)

Expulsion Appeals
Pupils who are expelled by a local school district governing board may appeal that expulsion to the Orange County Board of Education. The Orange County Board of Education follows this Expulsion Timeline intended to ensure that community members know how to appropriately exercise their right to appeal and to provide the information necessary to assist in appealing an expulsion order.
The pupil/parent/guardian has the right to file an appeal of the expulsion to the Orange County Board of Education within thirty (30) calendar days after the local district's decision to expel the pupil. If thirty days have passed since the date of the local board decision to expel, the Orange County Board of Education does not have jurisdiction to hear the appeal.
