Child Development Permits

The first step to apply for a Child Development Permit (CDP) will be to make an appointment with our office. To make an appointment, look at the Credentialing and Fingerprinting Services home page and click "HERE" to make an appointment. Please choose option 7 and follow the directions. 

The applicant must know which CDP level they are applying for. The application cannot be evaluated without this information. For more information about Early Childhood Education from CTC follow this link:  https://www.ctc.ca.gov/educator-prep/early-care

The following documents are required for a CDP Permit:

  • Official transcripts. The CTC will not accept unofficial, PDF, or e-scripts transcripts.
  • CTC Application - This includes professional growth advisor information, if applicable.
  • Documents showing employment hours for both CTC and Child Development Training Consortium (CDTC) applications.
  • Fingerprint Clearance: Required for first-time applicants.

The Child Development Training Consortium (CDTC) Permit Stipend Program pays the permit application fee to the California Commission on Teacher Credentialing (CTC) for eligible applicants.  When funding is available, the CDTC will pay the application fee for the following permits, if the applicant is eligible:

  1. First Time Permits: Fingerprinting fees for this level may also be reimbursed for eligible applicants.
  2. Permit Upgrades: Teacher and lower levels are eligible for stipend. Valid and expired permits are eligible.
  3. Renewals: Teacher and lower levels are eligible for stipend. Valid and expired permits are eligible.
  4. Online Renewals: Teacher level may be renewed at www.ctc.ca.gov. Applicant will need to pay the fees by debit or credit card and use the Online Renewal application to request reimbursement from CDTC for the $100 renewal fee.

The Child Development Permit Matrix shows the permits and requirements for each level. More information can be found at the Commission on Teacher Credentialing (CTC) website. A School-Age Emphasis authorization can be added to any level of the Child Development Permit.
