The Continuous Improvement & Leadership Development (CILD) unit partners with Orange County district and school leaders to promote ongoing improvement practices, effective leadership, and student achievement. Our team provides professional learning opportunities, LCAP assistance, coaching to support continuous improvement at the district and school levels, technical assistance, leadership development, data collection, visualization, and evaluation, state and local accountability systems, as well as opportunities and assistance related to grants and funding and educator credentialing pathways to strengthen local pipelines.

The OC-AAN network supports Orange County district and charter school leaders by providing timely CDE updates and guidance on federal, state, and local assessment and accountability systems, including the California Dashboard and California state testing.
The State and Federal Programs Unit provides professional development and technical assistance to schools and districts across Orange County, supporting the effective implementation of state and federal programs. Services include an SFP Network, LCAP support, compliance monitoring, plan development, training, and strategies to strengthen parent and community engagement.
OCDE supports Orange County local educational agencies (LEAs) in developing and maximizing the impact of their Local Control and Accountability Plan (LCAP). We also provide services and professional learning opportunities in alignment with state accountability requirements under the Local Control Funding Formula (LCFF) and California Department of Education updates, accountability requirements.
Grants and Funding
The Office of Grants and Funding collaborates with educational partners in developing successful, high-impact funding proposals that align with strategic priorities, while also leading and supporting key initiatives such as Orange County Schools Bright Futures Foundation (OCS-BFF) and the Innovation Funding Initiative. The team provides technical assistance in grant writing, RFP consultation, grant prospecting, coordination of proposal development, facilitation of the OCDE approval process, strategic funding development planning, and post-award support.
OCDE’s Institute for Leadership Development helps educators advance their careers through credentialing programs designed for working adults and grounded in experiential learning. We offer Preliminary and Clear Administrative Services Credential programs, the Classified Employee Grant program, and, in the near future, an intern teacher preparation program for individuals pursuing credentials as Education Specialists or Single Subject STEM teachers. ILD also partners with districts and charter schools to invest in their workforce and strengthen leadership pipelines through customizable cohorts.
OCDE’s School & District Improvement team provides support to districts and schools identified for technical assistance under California’s accountability system. Differentiated Assistance coaching, data analysis, site governance training, and CSI/ATSI/TSI Principals’ Network virtual meetings offer a variety of resources to meet leaders where they are in the continuous improvement process.
OCDE’s REDI team partners with districts, schools, and educational organizations to identify needs, collect and analyze data, and guide action planning through a continuous improvement process. Their work includes developing reports on student performance and school climate, providing professional learning, ensuring compliance with grant requirements, and supporting evaluation and strategic planning to inform decisions and strengthen outcomes.
