Orange County Department of Education’s Foster Youth Services Coordinating Program (FYSCP) was established in 1999 to address the educational needs of youth in foster care and support the mandates of AB 854. FYSCP is co-located with the County of Orange, Social Services Agency, Children & Family Services.

Vision (work in progress - will finalize in 1-2 months)​:
Youth with lived experience fully realize their educational and vocational potential free of barriers.

Mission (work in progress - will finalize in 1-2 months):
Improve educational outcomes, foster collaboration, and address systemic barriers by serving as the educational liaison between LEAs, Juvenile Court, and agency partners.
