Hmong History and Cultural Studies Model Curriculum
The Hmong History and Cultural Studies Model Curriculum will include the history of the Hmong people who lived in Laos, Thailand, Vietnam, and China; the history of the Hmong migration to the United States and California, as well as other parts of the world; cultural beliefs, practices, and traditions of the Hmong people, including, among other things, Hmong New Year celebrations, marriages, newborns, and funerals; contributions of the Hmong people to California and the United States; contributions and sacrifices of the Lao-Hmong and other Southeast Asians who served in the “Secret Army” in
Laos, which the United States Central Intelligence Agency funded.

According to Assembly Bill 167 [Webpage]  Chapter 252, Statutes of 2021 amended California Education Code sections 33540.6​​​​ for the development and maintenance of model curricula relating to Hmong history and cultural studies. The California Department of Education shall, in collaboration with, and subject to the approval of, the executive director of the state board, enter into contracts with county offices of education for the purposes of developing a model curriculum. See below for information about engagement sessions on these projects. The final content of the curriculum will include the histories, cultures, and heritages of those in Hmong/American communities. Work on these projects will begin in 2022 and conclude by September of 2025.

The Orange County Department of Education
(OCDE) is looking for curriculum writers who will develop the Hmong History and Cultural Studies Model Curriculum (HHCSMC). The model curriculum shall address, but not necessarily be limited to: the history of the Hmong people who lived in Laos, Thailand, Vietnam, and China; the history of the Hmong migration to the United States and California, as well as other parts of the world; cultural beliefs, practices, and traditions of the Hmong people, including, among other things, Hmong New Year celebrations, marriages, newborns, and funerals; contributions of the Hmong people to California and the United States; contributions and sacrifices of the Lao-Hmong and other Southeast Asians who served in the
“Secret Army” in Laos, which was funded by the United States Central Intelligence Agency. Over the course of the next two years, the HHCSMC will be created as a collection of lesson plans, primary source documents, planning resources, teaching strategies, and professional development activities to assist educators in teaching about Hmong history. ​​
