Charter School Appeal Process

​​​​​Assembly Bill 1505 prohibits the establishment of new nonclassroom-based charter schools between January 1, 2020 and January 1, 2022. 

​​​​​​

A charter school petitioner can appeal a denied charter school petition by the governing board of a local school district by submitting an appeal to the Orange County Board of Education within 30 days of denial.

The Orange County Department of Education Charter Schools Unit is responsible for facilitating the charter school petition sub​mission​ and review process by:

  1. ​​Organizing a multi-disciplinary team to review the charter petition
  2. Providing recommendations, including recommended findings, to the Orange County Board of Education
  3. ​Answering questions petitioners may have regarding the appeal process
