Countywide Charter School Process

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​Assembly Bill 1505 prohibits establishing new nonclassroom-based charter schools between January 1, 2020, and January 1, 2026.

A charter petition may be submitted directly to the Orange County Board of Education (the Board) for a charter school that operates at one or more sites within the county's geographic boundaries and offers instructional services not generally provided by a county office of education. The Board may only approve a countywide charter school if it finds, in addition to other requirements, that the educational services provided by the charter school will serve a pupil population that will benefit from those services and cannot be served as well by a charter school operating in only one school district in the county.  ​

The Charter Schools Unit is responsible for facilitating the charter school petition sub​mission​ and review process by:

  1. ​​​​  Organizing a multi-disciplinary team to review the charter petition

  2.   Providing recommendations, including recommended findings, to the Orange County Board of    Education

  3. ​  Answering questions petitioners may have regarding the process ​
