Emergency Short-Term Cash Flow Assistance
The Orange County Board of Education's LEA Temporary Transfer Program provides eligible local educational agencies (LEAs), including OCBE-authorized charter schools, with temporary financial assistance to address short-term cash flow needs when other financing is unavailable.
Temporary transfers may be approved to help an LEA meet current operating expenses in exigent, urgent, or emergency circumstances, consistent with California Education Code and Orange County Board of Education policy. Eligible uses may include:
- Facilities rent or lease payments

New charter school start-up costs

Unanticipated one-time expenses

Temporary funding needs resulting from Local Control Funding Formula (LCFF) apportionment corrections
All transfers are subject to Board-approved program requirements, repayment terms, and available funding.
Eligibility
Eligible LEAs may request a temporary transfer when:
- Current operating expenses cannot be met with available cash.

No other short-term financing is available.

The LEA demonstrates its ability to repay the transfer.

The requested amount does not exceed 85% of anticipated revenues for the fiscal year.
Program Requirements
Approved transfers:
- Are available only during the applicable fiscal year.

Must be repaid in accordance with the Temporary Transfer Agreement.

Accrue interest based on the Orange County Treasurer's investment pool rate, plus an applicable liquidity fee.

Require governing board approval and execution of the required program documents.
